A national leader in Clery Act Compliance excellence.
When institutions want the best guidance on building and maintaining a strong Clery Act program, they turn to Healy+.
The Clery Act imposes complex regulatory requirements on institutions of higher education. Our history interfacing with the Department of Education has proven successful in supporting institutions with building and maintaining strong compliance programs.
Our team of highly recognized subject matter experts and experienced Clery Act practitioners understand the challenges of the Clery Act and have the tools to help you maximize compliance and manage risk.
Clery Act Program Support
This on-site review modeled after the Department of Education (ED) program reviews is a comprehensive assessment of all aspects of your Clery Act compliance program, from Clery geography and campus security authority identification and training to policy statements and Timely Warnings & Emergency notifications.
Our team will interview key stakeholders to get a complete picture of policy and practice at your institution and then provide detailed recommendations for improvement.
- Annual Security Report Comprehensive Assessment Tool
- Healy+ has designed an innovative, proprietary Annual Security Report Comprehensive Assessment Tool (ACAT) that assesses the strengths and potential gaps in your Annual Security Report (ASR).
- ACAT+
- This premium service includes all the benefits of our Annual Security Report Comprehensive Assessment Tool as well as a comprehensive review of source policies, policy statements, and associated procedures. We provide a detailed report outlining the results of that review, including recommendations for addressing any identified gaps.
- Desktop Publishing Healy+ offers professional Annual Security Report preparation services that will organize and design a compliant report with respect to the Clery Act and the Americans with Disabilities Act (ADA). You can see examples of our recent ASR publications at the following organizations: Touro University Nevada, the University of Idaho, Winston-Salem State University, and the University of Denver.
A Data Audit/File Review is often required following a Clery Act Program Review. Healy+ can examine your institution’s records, recordkeeping systems, and processes associated with Clery Act data collection, counting, and classification.
This file review determines the accuracy of your Clery Act crime statistics, processes supporting the tracking and documentation of Clery Act crime data, creation and maintenance of the Daily Crime Log, and determinations regarding Timely Warnings and Emergency notifications. It results in restatement of Clery Act crime statistics (where needed), actionable recommendations for process improvements, and infrastructure modifications to help ensure compliance.
The list of institutions being fined for non-compliance with the DFSCA continues to grow. Our team can support your institution’s DFSCA efforts through several offerings:
- DAAPP Development: Assistance with developing Drug and Alcohol Abuse Prevention Program (DAAPP) materials that include all required components
- DAAPP Review: Evaluation of your existing DAAPP report and distribution process using a proprietary checklist that outlines strengths, deficits, and recommendations for improvement
- Biennial Review Support: Identification of key stakeholders at your institution and provide recommendations for building a compliant review process
As an approved independent monitor on behalf of ED, Healy+ has supported several institutions that are under high-profile federal reviews or find themselves the subject of local or national media attention. Our team conducts mock “entrance conferences” for all applicable employees to ensure appropriate levels of cooperation prior to the ED’s visit to your campus.
During ED’s review, our team will attend all meetings and interviews as permissible, serve as your institution’s liaison with ED representatives to facilitate document requests, and assist with drafting official responses to any violations cited in your Program Review Report (PRR).
In addition to ED Program Reviews, we have also assisted institutions through audits and reviews by Offices of Inspectors General (OIG), Offices of Civil Rights (OCR), and other local and state entities.

Training
Our Clery Act trainings are widely lauded by clients as the most practical and useful trainings they have received. Our facilitators provide you with detailed guidance and best practices based on the most current findings from program reviews and other regulatory guidance.
This interactive 2.5-day training covers all aspects of the Clery Act, from counting and classifying crimes to Clery Act geography, Violence Against Women Act (VAWA) policies and procedures, and the Drug-Free Schools and Communities Act. It also includes hands-on exercises to reinforce learning objectives. This training is ideal for new Clery Act practitioners who need to immerse themselves in the Clery Act requirements as well as experienced Clery practitioners and institutional partners who want to enhance their knowledge.
This 90-minute training is designed to help campus
leadership understand the pan-institutional nature of Clery Act compliance and the significant risks associated with non-compliance. The training provides an overview of Clery Act requirements and the roles key stakeholders play in meeting them. It can be delivered in person or virtually.
CSA Training: Developing and maintaining CSA training in-house can be challenging and time consuming, especially when an average of 20% of your full-time-equivalent staff members qualify as CSAs. Sometimes it’s best to rely on the experts. Our team can train your CSAs on their reporting obligations using content tailored to your institution.
Train-the-Trainer Program: If your institution is interested in training its own key staff members to serve as your institution’s official CSA trainers longer-term, we also provide a Train-the-Trainer program that can help you build capacity for delivering training to all CSAs. Together, we’ll select the most appropriate staff members who will learn practical skills to identify, notify, and train your institution’s CSAs, using tools and strategies that keep adult learners in mind.
